Pay Raise of 5.2 Percent in 2024
In December of 2023, the White House signed an executive order to increase the average pay raise by 5.2 percent.
The executive order became effective on January 1, 2024, and implemented on the first biweekly payroll cycle (January 14, 2024).
This 5.2 percent increase is due to the White House’s fiscal 2024 budget that contributed 4.7 percent of the increase and a 0.5 percent locality pay increase (making the 5.2 percent increase the highest in over 40 years).
Compared to the pay raise in 2023, the federal pay raise was 4.6 percent with a fiscal budget contributing 4.1 percent and the locality pay increase contributing 0.5 percent.
